President Donald Trump gave Nick Shirley a $10,000 reward in the Oval Office on Tuesday, October 20, 2026, the first award under the new Fraud Whistleblower Incentive Program. The Justice Department runs the program with $25 million from the Treasury Department, and it pays tipsters $10,000 to $30,000 when their information leads to federal criminal charges.
The White House tied the money to Shirley’s December 2025 video on Minneapolis child care centers, crediting his reporting with drawing more FBI and Homeland Security resources to Minnesota.

What happened when Trump gave Nick Shirley the $10,000 reward
Nick Shirley stood with Trump and Vance at the Oval Office news conference that launched the program, and Vance announced on camera that he would be paid. “He’s done an amazing job,” Trump said.
Nick is going to get a financial reward for doing so. I know that’s not why he did it, but to Americans across the country, your tax dollars are being stolen.

Shirley, 24, said he had worried about the “well-being of our tax dollars” and that “instead of the mainstream media investigating the fraud they investigated me.” Asked by The Daily Wire what would happen if a future Democratic president went after him, Trump pointed to his pardon power: “If I have to use it to protect people like Nick, I’d use it very openly, very gladly.”
The check itself is reported two ways. The White House said Trump would present a $10,000 check, and several outlets wrote it up that way, but the Associated Press and The National News Desk reported that no check was handed over while journalists were in the room.
How the Trump fraud reward program works
The Trump fraud reward program pays an individual $10,000 to $30,000 for original information that leads to federal criminal charges, according to the Justice Department’s published terms. The terms call it the National Fraud Enforcement Division Criminal Tip Rewards Pilot Program, with an initial three-year term. The money comes once charges are unsealed, not after a conviction, each distinct tip can earn its own award, and the department decides in its “sole discretion.”
It covers federal health care offenses and fraud on programs run by the departments of Agriculture (food stamps included), Labor, Health and Human Services, Housing and Urban Development, Education, Veterans Affairs and War, plus the Small Business Administration. Hospice, home health care, day care and special services fraud come first, the ground Shirley covered in his Minnesota daycare investigation and his Los Angeles hospice video.
Companies can’t collect, and neither can people who took part in the scheme, law enforcement employees, relatives of Justice Department staff or foreign officials. A tip that only repeats news reports doesn’t count unless the tipster was the source. Tips go through america.gov/fraud, the portal the department names; fraud.gov, the address Shirley and the White House promoted, forwards to a White House page whose Report Fraud button opens that same portal.
Does the Trump fraud reward pay 1%?
Not in the written rules: Trump said the fraud reward would pay a 1% “commission” on the fraud a tip uncovers, with no cap, but the Justice Department’s terms set awards at $10,000 to $30,000 per tip and name no percentage. Deseret News reported that whistleblowers could in some cases get 1% of money recouped once fraud is proved in court. Trump also said he would decide who gets paid (“I will be the arbitrator of all of these decisions”), and NBC News noted it was unclear how that fits with the department’s oversight.
What Nick Shirley said in his October 21 video
Nick Shirley told his side of the day on October 21, 2026, in a 34-minute video, “I Exposed Billions In Fraud… Now Trump Is Paying Me,” which had about 910,000 YouTube views by October 29. Its chapters cover “The 1% Fraud Reward,” his own speech, the Stop Nick Shirley Act, whether Trump would pardon him and the Quality Learing Center hoodie he gave the president.

In the description he wrote that “for the first time in history the people who expose will be rewarded” and “We are taking from the Pirates and giving to the Patriots,” and sent viewers to fraud.gov. The Justice Department’s own claim is narrower: WHIP is the first program to pay at the charging stage. He marked the day with 20% off his official merch using the code LEAR.
How Nick Shirley’s Anti Fraud Club covered the reward
Nick Shirley’s newsletter, Anti Fraud Club, sent a breaking post on October 20 and a full issue on October 22 saying Trump “launches a $25 million fraud bounty.” It sets the department’s $10,000 to $30,000 terms beside Trump’s 1% promise, quotes Shirley calling the program “essentially creating an army of anti-fraudsters,” and says he walked out with the $10,000 award and a Quality Learing Center hoodie Trump signed. Anti Fraud Club is his own publication, so it tells his side.
Reactions to the Nick Shirley reward, including critics
Reaction to the Nick Shirley reward split along familiar lines. The White House said it “has zero tolerance for individuals who steal from Americans,” and Assistant Attorney General Colin McDonald, who heads the fraud division, said “thousands of tips” came in within days.
Joe Spielberger of the Project On Government Oversight told The New York Times it is “not a serious anti-fraud or whistleblower incentive program” and “only incentivizes political provocateurs” to target people the administration considers enemies. David Rosenfeld, a former SEC enforcement official, said: “I’ve never heard of a program where it’s just up to the president.”
The Minnesota record is mixed. State inspectors said in early January 2026 that the centers they checked were “operating as expected,” the AP noted. FBI raids followed in April, and in July Fahima Mahamud, owner of a day care in the video, pleaded guilty to wire fraud and conspiracy; no charges have been reported against most of the other centers.
